PROJECT SKILL-UP

The Project Skill-Up Initiative is an empowerment project designed to integrate all PoCs back into the society by empowering beneficiaries with skills to aid employment and entrepreneurship for self- reliance. It adopts a 360-degree approach to build capacity, up skill, increase coping mechanism and the resilience of all PoCs by helping them with start-up capitals and starter packs in various skills, trades and businesses of their choice, such as carpentry, masonry, ICT, soap making, phone repairs, knitting, catering, cosmetology, rice milling, fertilizer making, vegetable oil production, tie & dye, charcoal making, etc. During the year under review, the Commission has provided various skills acquisition training in areas such as soap making, cobbling, photography, barbing, farming, catering, grains processing to thousands of IDPs across the country. More vocational training is on-going in areas like cosmetology, tie & dye making, fruit juice making, catering, barbing and hair dressing and cobbling as exemplified in Table 1. The Commission also provided the PoCs with relief materials such as: sewing machines, grinding machines, irrigation pumping machines, roofing sheets, motor cycles, tricycles as well as training and support for Civilian JTF. In Partnership with NITDA, the Commission provided training in ICT appreciation skills to hundreds of thousands for PoCs across the country in areas like Computer/graphic design, marketing and networking with each beneficiary in receipt of tablets and stipend for start-off.

PROJECT RELIANCE

This is a comprehensive empowerment programme geared towards ensuring a durable and sustainable self reliance model for all PoCs. The Project is in collaboration with the Central Bank of Nigeria aimed at rolling out loans/grants to verified PoCs especially IDPs in the country for entrepreneurship and vocational empowerment of their choice. Accordingly, over 200,000 beneficiaries have been captured by the commission and CBN has indicated to commence with 15,000 beneficiaries in the pilot phase of the program. Meanwhile, the Commission has requested for an upscale in the scope of the pilot phase from 15,000 to 30,000 to allow more beneficiaries.

PROJECT LIGHT-UP

The Project Light Up initiative is conceived to provide solar powered light (streets and in- house) for proper Illumination in the Commission’s resettlement cities and Host communities. This is in collaboration with Rural Electrification Agency (REA) and has been executed in some States as phase 1. These States include; Abia, Kebbi, Sokoto, Nasarawa, Niger, Zamfara, Edo, Adamawa, Kano, Borno, Yobe, Bauchi and Gombe States.

PROJECT GO-DIGITAL

This Project is aimed at creation of a smart commission, full automation of NCFRMIs operations through the provision and installation of modern ICT facilities for data collection, analysis and dissemination without delay of procedures. This project is further aimed to boost the discovery and access to data, improve extraction of relevant information and management of Database of all PoCs. The Project tends to promote efficient and effective service delivery.

PROJECT ZERO HUNGER

Project Zero Hunger was conceived to address the growing challenge of food insecurity among all Persons of Cconcern, (PoCs) eliminate compromise as well as duplicated efforts while ensuring seamless distribution process and increased level of accessibility to food and non-food items. It is an on-going process that incorporates a Whole-of-Society approach in providing assistance and support to the PoCs. The Pilot phase distribution of Food Care Packs (food and non-food items) to PoCs was done in collaboration with the Defence and Police Officers Wives Association (DEPOWA), and the Nigerian Army. The Commission has carried out distribution of the Food care packs (food and non-food items) to hundreds of thousands of all PoCs in the six (6) geo-political zones in Nigeria.

PROJECT TOTAL HEALTH

The Project Total Health initiative is geared towards strengthening Health facilities of IDPs and host communities as well as facilitate the enrolment of all Persons of Concern into NHIS to carter for their well-being. It also has the psycho-social support arm which aids in maintaining and restoring the physical, mental or emotional well-being of all PoCs. Through this project, the Commission has renovated and equipped existing health facilities while providing PoCs with affordable and accessible health care. It has also provided medical and health care to PoCs within their vicinity and ensured accessibility to safe medication. During the year under review, the Commission in partnership with the Federal Ministry of Health, National Primary Healthcare Development Agency (NPHDA) and other stakeholders carried out medical support and interventions to all PoCs such as provision of free medical outreach, free eye care and dental health services in some selected states at FCT, Kastina, Kebbi, Nassarawa, Cross River, Borno and Zamfara in phase 1 while other states across the country await similar interventions. Similarly, the commission commenced the immunization of all PoCs against covid- 19. This collaboration helped identify the unique determinants of mortality, morbidity, and malnutrition among all PoCs.

PROJECT RESETTLEMENT CITY

The Project Resettlement Cities Initiative is aimed to address challenges around shelter, local integration, resettlement, return and to further strengthen housing needs in host communities with necessary social services and amenities. Through collaboration with relevant Stakeholders, the Project is also aimed at rebuilding new settlement in a safe and chosen location of Interest for displaced persons while strengthening host communities. During the year under watch, the Commission has commenced the pilot phase of the Resettlement Cities in the following states; Konduga Road in Maiduguri, Borno State, Dawakin-Tofa in Kano State, Daura and Batagwarawa in Katsina State, Guasu in Zamfara, and Keffi in Nasarawa State. With each city comprising of 2 bedrooms and 1 bedroom’s housing structure and other amenities such as; primary healthcare centre, Market centre, Schools, skills acquisition centre, recreational centre, worship centre, police out-post and solar-powered water borehole. The cities are all between 70%-90% completion. The cities are also provided with acres of lands that could serves as stimulation centres for agricultural activities to the PoCs.

PROJECT EDUCATE ALL

In line with NCFRMIs’ work plan of providing safe spaces for children to be given quality education as well as protection from exploitation, health risks, gender-based violence and other risks, the Project Educate All with the theme ‘Readers are Leaders’ was conceived. This Initiative seeks to address the growing challenge and learning needs of displaced persons as well as increase access to learning through the provision and equipping of libraries in an emergency setting, renovating and upgrading schools in host communities, provision of transitional learning centres and awarding Scholarships, tuition /exam fees for displacement persons in line with global practices. Meanwhile, the project was launched in the FCT, and expanded to other States of KEBBI, ZAMFARA, KASTINA and EDO. During the year under review, the Commission partnered with other relevant stakeholders to ensure equal access to education and stem the challenge of out-of-school children among PoCs. Thus, Camp Learning Centres were developed to improve IDPs children's access to basic primary education invariably giving them the chance to rise above their circumstances.
